Horrible man.
The science on those medical treatments is not settled. The only reason they’re being used is because the condition they address is supposed to be life-threatening. There is no consensus that anything other than full endorsement is spreading “provocative and damaging misinformation.”
That said, Maugham doesn’t seem to be guilty here of attacking her personal life. The tweet falls within the category of criticizing policies and politicians.

I didn’t say anything about Maugham attacking her personal life. His tweet came after hers about attacks on her private life. I’m objecting to his augmenting the bullying, and in such venomous terms.
Ok. Though I still don’t agree with Ruth Serwotka that it’s an “unacceptable tweet.” Wanting politicians removed from public life is bog standard.
So is the “you’re harming trans people” trope.
