That second one is so stupid. The issue isn’t being trans, the issue is being male. It’s grossly and obviously unfair for men to compete in women’s sports, and calling themselves women does nothing to change that fact.
And…disproportionate advantage? Why should women have to accept men in their sports if some committee decides that the male advantage is proportionate?
Yes of course it will frustrate women more, because it’s an outrageous injustice to women. We’re funny that way.
The real significance here is Point 3. While the IOC is punting to the sports associations/federations to decide, the suggestion/requirement that the sports associations should have peer-reviewed science behind any restrictions essentially makes the default ‘trans women are in’. It neatly removes the IOC from any responsibility, while making the federations look to science that simply doesn’t exist at scale yet for each individual sport or even event.
“… consistent in the gender and athletic engagement that the eligibility criteria aim to regulate…” really should refer to men (that is, regulate men in women’s sports), but we all know that it’s going to be taken to refer to men-who-claim-to-be-women only, and there won’t be enough data.
I haven’t seen the actual IOC statement, but I wonder if the testosterone policy is going to go after women with exogenous testosterone, or is testosterone doping legal now.

This comes dangerously close to saying there is no assumed advantage in being male. This is their worst stance yet.
Doesn’t #1 give natal women the incentive to declare themselves trans and increase their T?
Maybe if enough women did, and were then banned for doping, it would point out the hypocrisy of the statement.
Sackbut – for a situation like Semenya, the new IOC guidelines basically says she need now do nothing. However, they also leave that to World Athletics to decide.
For simple addition of testosterone or analogues, the doping rules still apply.
The normal adult male testosterone level has a range of 265–923 ng/dl. The normal adult female range is 15-70 ng/dl. Why don’t they just declare an ‘open’ category, in which anyone can compete regardless of testosterone levels, and a ‘reduced testosterone’ category, for anyone whose testosterone levels have never exceeded 100 ng/dl? Then no-one can complain about being ‘misgendered’, and both ‘trans women’ and ‘trans men’ can attempt to compete in the open category without being penalised for doping.
As if.
We all know that the guidelines have been written by and for the male cheats.
So supplementing a low innate testosterone supply is cheating, because T increases sporting performance, but having a high innate supply from gestation onwards and entering the league set aside for those with low innate supply is fine. Because some low T bodies have an anomalously high T, which approaches those high T bodies with anomalously low T for their group.
Makes perfect sense.
Under rule 5.1, no “trans woman” is barred or excluded from participation. The men’s division is fully open to him.

Yes, but think of it this way! A hundred years ago, women weren’t even allowed to lose to men! Now we have such a move forward. We can have our brains bashed in and be left bloody on the boxing ring mat, or find our shorter legs outpaced by male legs. Isn’t it fun? What’s all the problem? Why such complaints? Must be just shrill, shrewish women again, always trying to spoil things.
This is exactly what the trans lobby was looking for, even while disingenuously pointing out that trans women had to lower their T levels. They knew they wanted more. Fully intact biological males competing against women. Going into women’s locker rooms and showering with them. Going into women’s domestic shelters and sharing rooms with them. Being housed in women’s prisons. Full access to victims in all spaces, and the only retreat for them is to stay home and make sandwiches.
