The pilots wore powdered wigs
He said it. He said it. He actually said it.
He seriously can only just barely read. He reads like a 5-year-old who is still learning how. He barfs out each word like a hammer blow, wagging his head back and forth to keep time. He tries to make himself sound smooth and natural by having his voice go Up and Down word by word, which succeeds only in making him sound like a lunatic. And he sees airports where there are none.
So much of his insecurity and incompetence displayed in those few seconds! First, the incompetent reading treated us to a misread of ramparts as airports, then his brain caught up to his mouth and he corrected himself… and then the insecurity kicked in. He repeats airports because anything else is to admit that he misread it, and he played it off with “they did everything they had to do” to support it as if it was an intentional part of his speech.
Which brings us back to incompetence, because the revolutionary war predated aircraft by over a century.
So to start, he’s clearly reading off a teleprompter. Remember when Republicans used to mock Obama for that?
Anyway he’s reading off a teleprompter, but when he hits the words ‘our Army manned the ramparts’ he reads the word ‘ramparts’ as ‘airports’ for some reason. My guess is just simple poor literacy. You can see the moment he realizes that’s not right, right as the word ‘airports’ is coming out of his mouth for the first time and instead it comes out weirdly high pitched and mumbled – ‘Our Army manned the airpurrrr’. But he can’t simply stop talking for a moment and collect himself, as neither of those things are in his repertoire (airportoire?). Spreading his tiny fingers in lizard-brain panic, he tries to say the thing he was supposed to say the first time, but slightly differently so it sounds like he’s underscoring himself rather than correcting himself. Voice noticeably held high, he ad-libs further:
‘It rand…”
(that wasn’t a word, was it?)
“the ramparts.’
(Can’t stop talking. Grab some more related words)
“It took over the airports.”
(Better! Now just wrap it up with some empty space filler words)
“It did everything it had to do.”
Confidence restored, having clearly just nailed that exchange to the degree that no one would ever know he almost messed up, his voice begins to return to it’s previous rising/falling timber as he finds his place in the script again.
Ramparts – such a cromulent word. Used to be the name of a radical magazine.

Creeping dementia?
‘Creeping’? More like galloping off a cliff. It was obvious that he was already suffering from dementia before the election.
It isn’t just the reading that’s incompetent. Whoever wrote it didn’t know the difference between 1776 and 1812. Or defeat and victory.
