Why are all “toilet predators” assumed to be violent rapists or they don’t exist? Most men who violate women’s boundaries confine themselves to ogling, groping, insinuating, and otherwise emotionally intruding on women’s privacy and dignity.
These are the ones who make sure they can easily claim innocence if challenged. The room was crowded; the subway was bumpy; they were only being friendly; they weren’t peeping into the dressing room, but admiring the nice display on the shelves next to it. Come on, you’re being paranoid. And women know damn well that’s how it will play out. It’s easier to pretend you didn’t notice, or didn’t mind, and get out as soon as possible. If you’re young or a people pleaser, you’ll do so while feeling guilty because maybe you’re wrong.
If the he is a “she” the stakes for complaining are even higher.
