They mean “ho”, as in “whore”, which is how they refer to Vice President Harris (there are memes going around claiming that she used sex to get where she is, because of course). And “Joe” is President Biden. So, Harris is as bad as Biden. Typical pro-Trump misogyny.
It’s actually remarkable how much message discipline the Harris campaign and Democrats generally have had about not emphasizing the “first woman president” possibility. Clearly a wise decision, no matter how things turn out.
