One of the many problems with the zone was that it had a tendency to bleed into outlying areas. Schoolchildren were accosted for sex on their way to school. I’m sure Ophelia wrote about it here at least once.
I thought so too so I looked for it and found it. Last September. Quoting DrEm’s report.

There’s a push to legalize ‘sex work’ in Oregon. Failed [was tabled] in legislature, but supporters plan to put this on the ballot. Given success of other ‘liberalizations’ [eg, magic mushrooms, recreational drugs in general], this initiative could well pass.
Well it’s not getting my vote and we’ve already got a trafficking problem in the I-5 corridor so…
