  I could see that if one subscribed to “l’ etat c’est moi,” but otherwise I would characterize it as the country’s autoimmune response.

  Sorry, that should have been immune response, as an autoimmune response is a mistaken attack by the body against healthy tissues. This is not a mistake and the tissues in question are not healthy or normal.
